The current (Jun 2023) European Commission staff mobility policy provides the highest support the transport mode that has the highest greenhouse gas (GHG) emissions:
- It provides free parking for staff driving, which costs the Commission at least € 1 300 per year on average (market rates currently vary between €900-€1800).
- It provides a lower subsidy to staff taking public transport (between € 200 and €900).
- Staff walking and cycling receive almost no or no support.

This policy clearly undermines our goal of reaching climate neutrality and is in direct contradiction with the EC’s own policy of polluter pays principle. A policy consistent with the Greening objectives should provide more support to the least polluting modes and provide no or at least very little support to the most polluting transport mode.
Such a radical change may, however, encounter significant resistance. To encourage a shift towards non-motorised transport and public transport in the medium-term with a less radical change, the EUCG proposes that the EC goes through an intermediary Neutral Mobility Policy. While this is still not the Pro-green Mobility Policy, it would represent a significant improvement over the current Anti-green Mobility Policy.
The neutral mobility policy can be implemented in practice using the Same Support to All Modes of Transport (SSAMT) principle.
